Public folders not showing up in outlook 2003

My public folders are not showing up in outlook 2003.  We are using Exchange
2003 Small business premium.  When I try and connect through owa the public
folders are there.  I have looked at this on multiple stations with the same
results.  

Any direction would be helpful.
