Intellisense autoformating of phone numbers

The past several versions of Outlook Contacts have automatically converted
phone numbers entered without formatting (e.g., 2345678910) to a U.S. style
format (e.g., (234) 567-8910), which I believe is based on an underlying
capability called Intellisense.  I'm running Office Outlook 2003
(11.5608.5703) on Windows XP Professional, Version 2002, Service Pack 1, and
for some reason this feature no longer works.  Is there a swicth I need to
turn on somewhere?  Thanks.

It works as soon as you set your dialing location correctly for the
operating system.
