How do I set up a "public" or shared contact list?

We have outlook on our network. Have set up "public" folder.  It works in the
calendar fashion, but have not figured out how we can make a directory of
common contact information and share them.

When you create the folder, specify Contacts as the type of item you want to
store in it.
