Public Folder as a Contact Database

We would like to create a public folder that the partners in the lawfirm and
copy select contacts to and the contact also update when there is a change.  
Is creating rules the only way to do this?

Outlook has no rules to do that. In fact, that type of synchronization is
not built into Outlook at all. See http://www.slipstick.com/outlook/sync.htm
