Microsoft Outlook could not access the specified folder location

I am unable to open Contacts in Outlook 2002 SP3 because of the above error.
I check the TID and found one concerning this which recommended installing
SP3 which I have, but no luck. It also mentioned a "hotfix" from Microsoft
Support for this particular problem but I am not wanting to pay the $35.00.

Any suggestions or ideas?

If you limit your request to the hotfix, there is no charge. If you ask
another unrelated question, you will be charged.
