Can't see Global address list when using VPN

We have a user that has a laptop who is connecting via VPN to our network
however he can't see the Global Address List when connected via VPN.
He is using Outlook 2000 and the latest updates have been done on the
computer (but not Win XP SP2).
When he is in the office, everything is fine but when he connects via VPN it
doesn't allow him to see the Global Address List.  he also can't see if other
employees of the company are either busy or free when trying to invite them
into meetings.
We have activated the "offline use" feature in Outlook and think that this
could be the problem although it should be working even with this feature on.
Your help would be greatly appreciated!!!

Hi Milly.

Thanks for your quick response.

I have the "enable offline use" feature in Outlook checked.  
Basically what's happening is that Outlook doesn't see  the Global Address
List when connected via vpn.
First, the VPN connection is made, then the mapped drives are connected and
then Outlook opens however he can't see the Global Address List at all using
VPN.
He has copied the contacts from the global address list into his personal
contacts list in Outlook and his personal contacts list is visible but not
the Global list.
