Clarify what you mean.
Outlook does not use an address book.
It uses Contacts Folders. Do you still have a Contacts Folder?

I also just deleted my the contents of my "Contacts" folder. I tried to
create a registry value to start a "DumpsterAlwaysOn" feature, but as I am
not computer-savvy, it didn't work the way the online guide indicated. Is
there hope, or do I get fired today :)

If you deleted the contents of your Contacts Folder, then they would now be
in your Deleted Items Folder.
