When I create a new user in AD with either Exchange 2000 or 2003, any
computer that is running Outlook 2003 does not see that new user under the
GAL. If I change to All Users, that person shows up. If I create a new
Outlook 2003 profile, it will show up under the GAL. Plus, anyone using and
older version of Outlook does not have this problem.
How can I get Outlook 2003 to get a new version of the GAL without having to
delete the profile and recreate it?

What are the oab settings in Send/Receive Settings? Does it update if you do
a manual update? Did you try deleting/renaming the oab files?

I did a manual send/receive and that updated the GAL.
