When I select an outlook contact to fax to, The dialing rules wil.

Dialing rules only seems to work when I type a contact in directly.  If I use
my address book to insert the contact, the dialing rule will not ad the +1 to
the fax number.  All numbers in Illinois require a 1 and the area code.  How
do I fix this so it works the way it is suppose to work.  I understand that
it is MSjunk.  I am on Outlook 2002 and XP Pro on a ACER Travel Mate C300
Tablet PC (which rocks)

You did not mention the fax software you are using. Microsoft Fax services
will not process dialing rules unless the phone number to which you are
sending the fax is in "international format." Details on how to use
international format to invoke dialing rules are available here:
