Novice 2003 outlook.  Everytime I begin to enter contact phone number, local
information box comes up and I cannot get rid of it without ctrl alt delete,
which shuts down my outlook.  I think the dialer may be on and I do not want
it but cant figure solution.

Have you designated your default dialing location for your operating system?

I have not and I tried to do it, but I am at a loss.  Any help is appreciated.

Depends on your operating system.
For Windows XP, it's Control Panel > Phone and Modem options...
