Is there a way to share folders and contacts on a home
network using Outlook 2000?  I can't find a way to do this
at home. At work with Exchange server we can add a folder
on a shared drive and drag outlook folders there.

If no would Outlook 2002 or provide this feature?

Actually, Outlook 2002 has fewer options for sharing than Outlook 2000.
