Address Book migration

I migrated about 30 users from one domain to a new domain.

All went well except that the address book and the rules did not import from
the old PST.

I have since discovered that I should have exported the rules but I don't
see a solution for the address book.  Contacts are fine.

Not sure what you mean. Outlook does not have an address book. It uses
Contacts Folders.
Did you configure the Outlook Address Book Service after the migration?
