Open your archive PST file in Outlook.
Move the Contacts you want to archive into it.

I've open the pst file in outlook, however once open i'm unable to move the
contacts to it. Can you be more specific on how to get the contacts saved
into the archive.pst?

Edit > Move to Folder...works well here.
Or R click > Move to Folder...
