Link Global Address List to employee photo

In the Contacts List it is possible to attach a photo to each contact.

My organization has photos of each employee and we have the Global Address
List linked to the employee number.  And we have the employee number in an
Exchange Custom Attribute field. But I don't see how to view the Global
Address List as a Contact list so that we have access to the Contact Picture
field.

I would think that other large organizations would have found the ability to
link employee photos into the Global Address List to be useful for preventing
"Social Engineering".  Isn't there some way to make it easy to link employee
photos into their entry in the Global Address List?

An web-based employee directory would probably be the best way to do this.
It's not something the GAL interface is capable of handling.
