Why are some contacts not available for distribution list?

When I attempt to create a distribution list on my wife's computer with
Office XP Pro, only a handful of names are available, but her contact list
has 50-100 names/addresses in it.  Anyone know why or what I can do?  I've
tried exporting and reimporting the Contacts, but that did not work.

I assume you know that only Contacts with electronic addresses should be
available.
