I "File as" the Company Name in my contact list (e.g., Joe Smith at ABC Co.
gets filed as "ABC Co.".  I want to be able to type in the "to" line of my
e-mail "ABC Co." and have the personal e-mail address from that contact
automatically complete.  Can it be done?

You failed to post your Outlook version.
Autocomplete ("Suggest Names") does not use your Contact data. It uses a
cache of names from messages you have previously sent.
Autoresolution ("Automatic Name checking") will use your Contacts data.
