Exchange server/Outlook- set Global address list so all users can.

How do I configure the Global Address list so that all users can see and use
it? Can we add contacts to it besides what is in our domain?

In other words, we want a contact folder in which we can put all of our
business contacts and all be able to use them. Maybe the GAL is not the right
folder for this.

The GAL isn't a folder, but administrators can add external contacts to it.
If you want users to be able to add contacts to a public list, then you need
a public folder.
