how do I set the default file when selecting names

When I click on NEW MAIL MESSAGE and open a new mail window and click on the
To: to select the individuals from my contacts list the file always defaults
to OUTLOOK ADDRESS BOOK. I then have to down arrow and Select CONTACTS in
order to select names from my Contacts list. Is there a way to have my
Contacts list be the default so it automatically lists my contacts when
trying to select recepients.

Yes.
Answer depends on your Outlook version which at this point is still a
secret.
