phone numbers won't format automatically

When I enter a new phone number into an outlook contact it does not format
automatically. If I type in 3105551212 it underlines it as i type the
numbers but when i save it saves as 3105551212. I want it to format the
phone number automatically to look like (310) 555-1212. I have tried
everything. My company's IT guy, who is very adept, is stumped. What do I
do?

Set the dialing location for your operating system correctly.
