check phone numbers pop up screen

Everytime I enter a phone number cell or business number
in a new contact.  a screen pops up saying I am in
cambodia and then puts the cambodia overseas number code.  
I uncheck the please check box on this pop up and change
it to United states.  then i recheck the box.  it works
that time only.  When I enter a new contact or new phone
number cambodia comes back as the default.  Whoa.  How do
I get rid of this.  kinda strange.
