Outlook contact list as an exchange shared address list

I have a user who has a rather large business contact list in Outlook.  He
has five other staff who work for him.  He would like to be able to share his
contact list with his staff, but to have only one point of administrative for
supporting.

By that I was wondering if there is a way to import his contact list out of
Outlook and get it into Exchange so that his entire group could benefit from
the list.  And, after we do this, how can it be easily maintained by one
person when changes/additions/deletions come along?

Create a new contacts folder in the Public Folders hierarchy and have the user move all the contacts there.
