I want send the same fax to my entire customer category. How do I do this?

Purchase fax software and make sure it integrates with Outlook.
Outlook does not include fax software.

That would depend on the Outlook version involved.

There aren't a lot of choices that I know of but I haven't had an
opportunity to try third party solutions.
