I have one contact in my address book that cannot receive anything other than
Plain Text email.  Is there a way to set that contact to send plain text
only?  I keep forgetting to change the format when I hit send and she keeps
having to tell me to resend.  I just want to be able to set somethng that
will always cause Outlook to convert email to that specific contact to plain
text upon Send.

You can change it in Outlook 2003 by opening the contact right click on the
email address and select the Internet format to use.
