Distribution List of External Contacts that only allows BCC emails

We are running Exchange 2003 SP1 with Outlook 2000 clients.

We would like to be able to create a Distribution List in Exchange that
contains external vendors.  We would like to have a small group of users be
able to look in their address book, find the DL (containing external
contacts), send an email (so that none of the vendors can see the other
vendors (as in a BCC email), and make it come from "generic" email mailbox
so that they do not reply.

The only issue is how can you limit the emails to this DL so that only BCC
emails.  We are concerned that a user may accidentally not use the BCC
option and thereby allow all the vendors on the DL to see each other.  Is
there any way to limit this?

To do what you want -- hide the membership of the DL regardless of how it's used -- you need to maintain the DL in the Exchange GAL. It won't matter then how people user it.
