Contacts not listed in Outlook XP

Imported a PAB into Outlook XP contacts. When you go to the contacts folder
all the entries are listed there. However, if you create a new message and
click on TO: then choose Contacts under Outlook Address Book - it is empty.

Is something missing in the setup? How can I fix this?

Perhaps the Contacts folder you're selecting in the Address Book interface
is not the same Contacts folder as you're consulting.  Try starting over
with the Address Book by removing the Outlook Address Book service from your
profile, stopping and restarting Outlook, adding it back in, and reenabling
your Contacts folder as an address book (if necessary).
