Newly created Contact sub-folders

I have a user who created several Contact sub-folders which he populated with
contact information; however, when he starts a new email he is unable to
select any of the addresses from the TO: or CC: fields within the new e-mail
item.

How can I make these sub-folders visible to outlook?

Right-click each, choose Properties, then the Outlook Address Book tab.
Enable each as an address book.

Are the subfolders enabled as part of the address book? Right click on the
folder, choose Properties, go to the Outlook Address Book tab
