Adding Contacts to Address Book option is greyed out

We are running Outlook Express under Win XP Pro with Win
2000 server.

When an user goes to Contacts->properties->Address book

the option to add contacts to address book is greyed out
and hence can't be selected.

Is this something to do with server policies or some
setting in the local application.

Do you really mean Outlook Express?
Assuming you do not, just add the Outlook Address Book Service to your
profile.
If you don't know how, post your correct Outlook version next time.
