how to I convert a txt file into my contacts

I have .txt files sent to me that has the name, address, phone numbers and
email address that I need to convert and put them into my contacts or a
distribution list in outlook.

It it's a tab- or comma-separated value list, Outlook should be able to
import it.  Export some of your existing contacts to this type of file so
you can see the format Outlook expects, modify the file for import so that
its format agrees with your example, and you should be set.
