Outlook support for Lastname, Firstname listings is awful

I want to view and search by Lastname, Firstname in Outlook.  I try to store
names in this format, but the Address Book and the means by which names are
searched in the TO: line in Outlook is always by Firstname, Lastname.  So my
attempts to store by Lastname, Firstname have resulted in an odd mixed group,
making Outlook harder to use.

There should be an option somewhere to default one way or the other.

There already is and it has been posted here countless times.
The KB also has numerous references on how to do this.
You failed to post your Outlook version.

Depending on your version and mail support mode of Outlook, you can sort the
Outlook Address Book this way (check for your mode on the second line of the
Help menu > About):

98/2000 in Corporate/Workgroup mode:
Tools menu > Services > Highlight the Outlook Address Book service > Click
Properties > Set sort order

98/2000 Internet Mail Only:
Tools menu > Address Book > View menu > Sort by

Outlook 2002/2003:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
