How do i download an outllok file from the internet to my outlook

I am trying to download a contact list in outlook form to my outlook and it
will not take i can't get it into my personal outlook contact list. What am i
doing wrong?

How would we know?
You haven't told us what you are doing.
Include the steps you are using, format of this "contact list" and your
Outlook version.
