Company View for the Contacts folder

Hi

I was wondering is it possible to have a customised view for the contacts
folder in each persons mailbox that can be applied company wide, like how you
would publish a new form to be available to all users.

It's possible to create custom views with Outlook object model programming using the View.XML property. The one thing you can't do is set automatic formatting rules.
