why does outlook not recognize contact names in the address line?

I upgraded to Office 2003. When I type the last name of a Contact in the
e-mail address line, most often Outlook will not recognize the name. Why?

Because you have not sent an email to that recipient before.
You must not have looked into how autocompletion works.
It uses a cache of names to whom you have sent messages, not your Contacts.
If you want to search your Contacts, use autoresolution (Automatic Name
checking) instead.
