Import in Outlook 2003 denied

I am using Outlook 2003 and can not import my Personal Folders.PST into my
existing Personal Folders.  I am trying to do this with CD.  I get the
following error message.  "File access is denied.  You do not have the
permission required to access the file D:\outlook backup.pst."  I am the
administrator for the computer.

You are likely making several mistakes.
First, why would you be importing? This is Outlook's native file format.
Just open it in Outlook. Use importing only when you want to lose or corrupt
your data.
Next, have you moved this file to your hard drive and removed its read only
attribute? You must if you want Outlook to be able to access it.
