I make my phone calls using my Outlook Contacts. It dials the number
correctly but then the computer's speaker goes silent. I would like to use my
headset but it goes silent too. Can I configure something so that it does not?

No. Outlook just uses the Windows dialer, which has no support for voice
modems. All it can do is dial. You must have a handset plugged into your
modem to talk.
