When I send a vCard to a coworker, the categories assigned to that Contact do
not transfer to the vCard.
Is this a bug?  Is there a workaround?

Perplexed,

vCards do not support all Outlook attributes. Why are you sending as a
vCard?
If you want to preserve all the information, send the Contact as an Outlook
Item.

Why do some vCards i receive contain Categories and some do not?
Why am I sending it as a vCard?  Because that is what is in the Help module
for sharing contacts with others.

Try what I suggested instead.
vCards are for sending information to users who use any email program.
If you want to use Outlook specific information, do not use vCards.
