How to get Outlook to check Contacts first?

In MS Outlook (2002 SP3)it seems like it wants to check my company
email directory before it offers me anything from my Contacts.  Is
there a way to have it check Contacts?

Open the Address Book.  Click Tools>Options.  Change the order in the lower
pane.

Huh?!?  Something isn't right.  The only thing listed in the lower pane
is the company's Global Address List and it's subsets.  I expected to
find "Contacts" listed but its not.  I tried to "Add" Contacts but only
choices were from the global Address List.  Have I lost the path to my
Contacts?  They are all visible when I select contacts.   ???

Step 1 is to enable Contacts as an Outlook address book - there are many
entries on this lower down.
