restore .pst from old  comp access denied  not have permission?

I am trying to restore outlook email contacts from a  .pst file from an old  
computer but get the message: access denied  you do not have permission: Can
anyone help please

Are you trying to restore from a PST file on a CD? If so, you'll have to
copy the PST file to your hard drive then remove the read-only attribute
from the file before trying to import or open it.
