duplicate contact's

when I add a fax number to an existing contact it created a duplicate
contact, Why? and is there a cure?

Do you mean that you see the contact more than once in the address book? If
so, that's normal since a fax number is considered an electronic address in
the same class as an email address. If the contact had multiple email
addresses you'd see an entry for each in the address book

That sounds insane.  Are you sure?  A mutating address book?
but while we are on faxes, it would be nice if the addressbook that lists
fax numbers could also have a hyperlink so that when you double click on the
fax number it loads up a simple memo form and activates Microsofts little fax
program and dialer.

The address book doesn't mutate.  It always shows all valid electronic
addresses.  If you add more, it shows more.  If you remove some, the address
book won't show them.  It's not the address book that's "mutating", it's you
changing the contacts records.
