Contacts v. Contacts in Personal Folders

When I open Outlook 2003 and go to the contacts folder it defaults to
"Contacts" .  I also have a "Contacts in Personal Folders."  Is there a way
to have the opening default folder be "Contacts in Personal Folders?"
instead of  "Contacts" as the default?

The default will always be the Contacts folder in whatever information store holds your primary Inbox. You can't have the main Inbox in one store and the main Contacts folder in another.
