I recently gave a user a new computer and he wanted his old email and
contacts.

I copied the outlook.pst from his old system and put it into his "new"
laptop.

All the emails both sent and inbox are there...great!

all his contacts are there but when he goes to create a new email and clicks
onto TO no names appear.

Windows XP Pro SP2
Outlook 2003.

TIA.

I tried to do essentially the same thing, and got into worse trouble.
However, in your case, you might try going to Tool>Address book.  In the
"Show names from the" Box on the upper right side of the window, pick
"Contacts".
