The vagarities of OUtlook never ceases to amaze me.

I have two profiles that both use one of the same .pst files.  One has my
customized views and the other does not.  The one that does is on a pop email
account.  The one that does not have the customized views has a primary
mailbox that is on an exchange server.  MY .pst from the pop account is
secondary.  What gives, or I guess more to the point, where in the heck are
the parameters for the contact folder views stored so I can rebuild them on
the exchange account without having to do it manually.

Help!

Views can be global -- stored in a hidden folder in the default information store -- or per-folder. The profile that uses the Exchange mailbox as its default store cannot access the global views created and stored when the PST file is the default store. You may, therefore, want to use per-folder views.
