Using Outlook 2000 I can import e-mail messages from Outlook Express using the import button but it does not import the addresses from the address book in Outlook Express into Contacts, nor the distribution lists. Yes, I tried this, and the only option I get when I click the Export option OE is "text file (comma separated values).
