Please how to Convert all Contacts in My Microsoft Outlook 2003  to
Personnel Address Book(.PAB).

The Personal Address Book is long obsolete and Outlook 2003 doesn't use it.

There's no method to do that short of writing your own program. Outlook is designed to import from the older (and as Brian points out, obsolete) PAB into Contacts, not vice versa.
