When trying to use the export feature I get the message, "The Import Export
Command is not available. Run Outlook etup again to configure Import Export
correctly."

When I run the set-up CD again, it doens not allow me any options. It says
that it is already installed.

Use the Office Maintenance Wizard to see if the feature is actually
installed.
You didn't post your version, so I'll assume you know how.

Control Panel > Add/Remove > Office
Examine the settings for Importers and Exporters under Outlook.
