Email "To:" inserts old data not in Contacts base

When I am entering a name, Outlook automatically tries to complete the
information by inserting matching entries from my Contacts base.

It will sometimes show multiple email addresses, including those that are
not in the Contacts base and have long since been deleted.

How do I either delete the old addresses or "reset" the archived options for
those names?

You should clarify how you are entering the addresses. We have nothing to go
on.
I would guess you are using autocompletion rather than your contacts.
Are you?
If so, remove individual addresses from the autocompletion cache by
highlighting the entry when presented in the suggested names list (use your
arrow key to migrate to the entry) and then hitting your Delete key before
you tab out of the field. If your autocomplete list contains only a single
entry, use the directions here:
