We are trying to use a third-party software to fax through outlook, but we
can't figure out how to make it not add the +1 in front of the area codes we
are in.  How do you suprress that number?

The format of the number in Outlook is not in play.
Dialing rules control how a number is dialed, and the country code is
necessary to invoke dialing rules in all Windows Fax products.
Your questions will need to be directed to the makers of your fax software.
