You can get a tool to help:
http://www.slipstick.com/config/convaddr.htm
or you can do it yourself, using Outlook Express as an intermediary:
http://www.udel.edu/topics/e-mail/netscape/net2outlook_03/7abook.html
You can also export to a CSV file, I believe, and import that into Outlook
Express, after which you cna import into Outlook.

I have followed all the directions for importing my address book & messages
from Netscape 7.2 to Outlook Express 2004. However when I import the correct
files of the correct type I get error messages. The address book import
creates a Windows error reporrt. The Message import says that Netscape is
using the file & I need to close it, but Netsacpe is closed.
Any thoughts thanks

There is no such product as Outlook Express 2004. What product are you
actually using?

Describe IN DETAIL exactly what happens and exactly what you are doing when
it happens. Include the exact text of any errors you receive. If Windows
says Netscape is running, did you use Task Manager to check?
