contacts through an email message

When I open a new email message and click the TO: button
my contacts opens.  However it shows all contacts with and
without email addresses.  Is there any way to have it only
diplay those contacts with email addresses?

The Outlook Address Book only shows electronic addresses. Perhaps you are
not using the Outlook Address Book.
Is this an old version of Outlook installed in IMO mode?
