Have you tried using the Contacts folder? The Address book is old,
outdated, and carried only for legacy purposes.

After furious head scratching, ArchOKC asked:

I use the address book icon when I send emails. When I try to add more to
that icon, it places them in the contact folder, but not in the address book.
This is my brothers PC, my copy of Outlook 2003 has several hundred names in
the address book

You should not be adding names using the address book interface. Add names
via Contacts and they should always appear in the address book.

It works just fine on my PC that way. I think a reinstall is the only solution.
