Sharing contactsfolder and distibutionlist

We have a problem with Outlook 2003 and Exchange 2003. We do not use
pst files
Background:
In my company we set up mailboxes, which are used as general mailboxes.
The main purpose of these mailboxes is to receive mail and manually
forward it to a distribution list in the contacts folder of the main
mailbox. This way you only have to setup (and if necessary change) the
distibutionlist on one place.
The general mailboxes are shared with a few people who became
'owner' of the general mailbox. The general mailboxes have been
added as a secondary mailbox in the profile of the users (we can not
work with more than one outlook profile).
The problem:
A user has started Outlook and opens a received mail of the general
mailbox. He wants to forward the mail to a distribution list of the
contacts folder of the general mailbox. This is not possible, the
contacts folder is not available. Is there any solution?

Has that contacts folder been enabled as an address book?

Yes, the conctactsfolder is enabled as an address book

Then you might consider removing the Outlook Address Book service from the
mail profile, stopping and restarting Outlook, and adding the service back
in.
